The Akatsuki are an infamous group in the Narutoverse. After the death of their former leader Yahiko, the group and their pursuit towards peace was entrusted to Nagato. This was one of the major turning points for Akatsuki, because in the depths of anger and mourning over Yahiko’s tragic death Nagato began to change. He began to believe that achieving peace was a pointless pursuit as humans would never willingly consent to such ideals. Instead, that the only way the world would know true peace is if they were to experience a tremendous amount of death and destruction, so horrendous that no one would ever want to fight again.
Nagato wanted to be the one to enact this goal, and so he took on the alias Pain and formed the Six Paths of Pain. From here, he utilized the corpse of the former leader Yahiko along with five other corpses to channel his chakra into and control. Nagato would then go on to meet up with Obito and accept his initial offer of support with Akatsuki.
Following the Third Shinobi World War, more members were recruited to join Akatsuki until it consisted of ten members. Although not all members would join for the sole purpose of achieving Akatsuki’s ideals. Orochimaru, for instance, joined for his own reasons as did Itachi Uchiha, Kisame, and Zetsu.
The Akatsuki was not without its own internal conflicts; with group members like Orochimaru trying to steal Itachi’s body and Kakuzu killing most of his partners to steal their hearts for himself.
To achieve their goals the Akatsuki organization would require a few things beforehand. One such pre-requisite was money. They would acquire money by providing mercenary services to those who needed them. Their strategy was to do so at cheaper rates than other villages, which would not only make them money but would also enable them to corner the market by offering cheaper services than the villages could afford to match. The effect of this being that it would put the other villages out of business and make nations increasingly dependent on the Akatsuki.
They did in fact have initial popularity with many of the villages, who would hire them to fight in wars and perform mercenary work which they themselves didn’t want to sully their hands with during what were supposed to be times of peace.
Akatsuki would also go on to put in significant effort into capturing all of the tailed beasts, which they could then use to start and stop wars of their choosing. The massive chakra of the tailed beasts could ensure Nagato is able to create powerful kinjutsu capable of wiping out entire armies while frightening others into submission. And, if any side started to forget what the Akatsuki were capable of and began to engage in conflict once more, Akatsuki could simply re-deploy the tailed beasts once again. Essentially, this would create cycles of peace and terrible conflict and tragedy; where, ideally, the world would learn to stretch out the periods of peace as long as possible in order to avoid the subsequent pain that would inevitably follow.
In the Akatuski’s vision, this would all amount to a world where all of the other nations are too weak to stand up against them, and so they could single-handedly conquer all of the nations of the world.
