Obito used the fan like a flail taking advantage of its chain to make attacks; Madara used the fan as a weapon and a shield along with sickle. Madara was proficient with the fan and would often use it to shield himself and redirect attacks, mixing that in with offensive movements like you would perform with a mace, yet could also slice through enemies if he wished. In the anime, Madara created enormous gusts of wind with his fan that was able to repel entire platoons.
